ISRO issues Expression of Interest for Import Substitution

Space missions requires highly reliable Materials, Parts, Components (EEE, Mechanical and other) and equipment for both in-flight as well as on-ground use.

These items are further grouped as Space grade, MIL grade and Industrial/ Commercial grade depending upon the final end use, operational conditions, life etc.

In its effort to be self-reliant, ISRO had indigenized and inducted in its missions, several of these items through Indian industry.

As part of the current efforts to enhance the indigenous content in ISRO’s missions, the “Procurement Live Register” of ISRO is being made public on-line.

This live register is being opened for the information of the Indian Industry and Business Houses and to seek “Expression of Interest (EoI)” from them to offer import substitutes for the items currently being imported by ISRO.

Any Indian Industry or Business House who has a product with a minimum of 20% local (Made in India) content as import substitute may respond to the EoI request.

At the end of stipulated date of EOI, ISRO purchase process shall be followed and official communication will be established with the proposer.

ISRO is likely to use the information furnished by the proposer in this website as one of the key inputs in its regular procurement process.

The list of items for which import substitution is sought, their brief description, applicable standard specifying the performance specification are available in the “ISRO Procurement Live Register” website https://apps.ursc.gov.in/liveregister/.

Interested Vendors having sufficient know-how, experience, required facilities and financial background are invited to express their interest for any of the items listed in the “Live Register.”

Foreign vendors are not permitted to participate in this EOI. Also, foreign OEM/or from Agent quoting on behalf of Foreign OEMs are not allowed to participate in this EOI

Definition for Class of Suppliers:

A supplier or service provider, whose goods, services or works offered for procurement, has local content:

  • Equal to or more than 50%: Class-I Local Supplier.
  • More than 20% but less than 50%: Class-II local supplier.
  • Less than or equal to 20%: Non-Local Supplier.

Definition of Local Content:

‘Local Content’ means the amount of value added in India [i.e., indigenous items/services added in the offered products/services/works] to the total value of the item offered [excluding net domestic indirect taxes] minus the value of imported content in the item [including all customs duties/IGST] as a proportion of the total value [excluding net domestic indirect taxes], in percent.

GEM Unique ID:

As per Office Memorandum No. 6/9/2020-PPD dated 24.08.2020 of Department of Expenditure, it shall be mandatory for sellers providing Goods and Services to Central Government Organisations to be registered on GeM and obtain a Unique GeM Seller ID, at the time of placement of Order / Acceptance of contract. Vendors participating in this EOI shall ensure the same.

Information to be Provided Along with EOI:

The vendors are required to furnish the information sought in the “Live Register” portal when you wish to submit an EOI to one or more products listed in the portal.

The Process:

“Expression of Interest” opportunity in this live register is recurrent. When an EOI opportunity is active, it will be open for a calendar month and all responses submitted within this period will be processed to evaluate the proposal. As part of the evaluation concerned ISRO official will get in contact with the proposer to get the required information/ clarification for evaluation.

The next EOI opportunity will be open the next day onwards and will remain open for the next month. The items listed in the portal will carried forward to the next EOI cycle till a suitable local supplier of the component is identified.

After each cycle of the EOI, the outcome of the EOI, namely the number of responses received will be published in the portal. Similarly, when an import substitute product is identified and accepted, the details will be published in the “live Register” portal.
