Thermostat Sensors are cartridge-size thermal switches ideally suited to control or monitor temperature in either air or liquid mediums. They provide high degree of sensitivity and operate under severe environmental conditions. They are designed for military environments for exposure to -55C to +150C.
INTRODUCTION / BACKGROUND:
1.1 Hindustan Aeronautics Limited, Accessories Division, Lucknow, a Navratna DPSU is involved in Manufacturing, Overhaul, Repair, Design & Development of Systems & Accessories for various fixed and rotary wing platforms for Defense applications.
1.2 The 02 types of Thermostats (details given at Annexure-A) are used in Instrument System Accessories of the Jaguar aircraft.
1.3 The Indigenization of these Thermostats will boost the make in India programme leading to self-reliance and import substitution.
- OBJECTIVE:
HAL Lucknow has been focusing on developing indigenous equipment and systems towards achieving self-reliance. The objective of this Tender is to invite responses from eligible Indian Companies for indigenization of imported airborne items. The project is envisaged to engage Indian industries to participate in Make in India initiative and thereby decreasing dependence of HAL Lucknow on foreign firms for major Bought out Items (BOIs)/LRUs/sub-system/system which will go a long way to enhance self-reliance capabilities of HAL, Lucknow.
- SCOPE OF PROJECT & TECHNICAL TERMS AND CONDITIONS:
3.1 Project entails Indigenous Design, Development, Qualification & Certification of 02 types of thermostats as per the basic specification (at Annexure-A), Provisional drawings(at Annexure-B) and other details given in this tender.
3.2 Vendor has to prepare final specification & test schedule for 02 types of thermostatswith the help of basic specification, drawings (Attached in annexure-A& B) and by reverse engineering. Approval of final specification and test schedule from RCMA for indigenization will also be done by the vendor, however ADL will coordinate between vendor & RCMA Lucknow for the same.
3.3Vendor has to develop item 02 types of thermostats in Form, Fit and Functional Interface (FFFI) on turn-key basis, as per approved Technical Specifications. However, any minor change in technical parameter of the item suggested by regulatory agencies during design review stage shall also be considered by the developing agency without any cost implication.
3.4 Vendor should use aerospace grade materials for Design & Development of this 02 types of thermostats.
3.5 Timeline for design, development and certification of this product will be 06 months from the date of release of order to vendor.
3.6 This item must comply for theForm, Fit And Functional Interface (FFFI)of the items and weight should not exceeding that of existing unit.
3.7 All necessary documents required for airworthiness certification including drawings, material test certificate from NABL accredited Lab / COC, manufacturing process layouts; test schedule etc. shall be prepared by the Vendor and approved by airworthiness agency as applicable.
3.8 The vendor shall do necessary procurement along with COC (Certificate of Conformance) traceable to OEM as per approved document.
3.9 The development procedure and Airworthiness Certification of 02 types of thermostats shall be as per DDPMAS-2021/IMTAR-2021 (Version-1.0)
3.10 All development activities shall be done by vendor in co-ordination with RCMA, DGAQA, HAL Indigenization Dept., HAL QC & ASERDC as defined in the DDPMAS-2021/IMTAR-2021 Version1.0 & AFQMS.
