MoD intends to procure 162 numbers Staff Car 4×2 for Indian Army

The Ministry of Defence (MoD), Government of India, intends to procure approximate 162 numbers Staff Car 4×2 for use by the Indian Army for conveyance of commanders and staff officers of Non Field Forces to enable them to move freely in all terrains.

And, a RFI in this regard have been recently issued by the MoD. The preferred category indicated by the MoD in the RFI is for  Buy India/Buy Indian IDDM.

Also, noteworthy, the MoD is desirous of license production of equipment after acquiring ToT in the case. 

Following are the Intended Use of Equipment (Operational Requirements) as indicated in the RFI:- 

  • The vehicle should employ contemporary technology in all its systems to deliver best performance and reliability.
  • The overall dimensions and weight of the vehicle should allow it to go across a Class 3 bridge and be transportable by broad gauge section of the railway with ODC clearance.
  • The vehicle should be transportable in service aircraft and provided with lashing points.
  • The vehicle should be capable of carrying Five persons including the driver.

Following are the Important Technical Parameters of the Staff Car as mentioned in the RFI:-

  • Contemporary Petrol Engine meeting latest CMVR norms (BS-VI).
  • The engine design should be modular for ease of replacement.
  • The transmission system will be either Manual or Automatic with 4×2 drive.
  • HVAC system will be provided in the vehicle cabin with arrangements for both heating and cooling. The system will be capable of maintaining cabin temperature of 250C +/- 50C upto an ambient temperature of 450C and 150C upto drop in temperature for ambient temperature above 450C will be achievable. Similarly, a temperature of 250C +/- 50C up to an ambient temperature of 00C and 150C rise in temperature for ambient temperature below 00C will be achievable.
  • The vehicle should have Right hand drive with power steering column.
  • The vehicle seats should be separate for driver and co-driver having threepoint seat belts with pre tensioners. The driver and co-driver seats should be horizontally adjustable with provision for adjusting degree of recline for comfortable back support. Three-point seat belts with pre tensioners will be provided for side passengers of second row. The middle seat of second row will be provided with 2- point lap belt.
  • There should be four doors ie, two each side.

Also, following are the important other Parameters envisaged in the RFI;-

  • Industrial License (IL). Vendors should be either holding a valid defence industrial license or should have applied for the same before responding to RFP. In any case the vendor must confirm holding of IL before commencement of FET. (Items requiring IL will be as per DIPP Press Note 3 of 2014 as amended from time to time).
  • Registration. Registered for a minimum of two years (one year for SMEs). Minimum number of years not applicable for JVs constituted specifically for a project.
